Mr. Kuluk is self employed and has 43 years of varied graduate experience.
He possesses unique background encompassing engineering design and construction, environmental monitoring, and dispute resolution particularly related to Aboriginal issues. He is available for consultation, expert witness, and dispute resolution work where his expertise may be applicable.
From 1997 to 2003, he was the Manitoba Hydro witness and deponent on a major Arbitration by Canada involving 5 Northern First Nations against Manitoba Hydro. He participated in 205 days of discovery. The matter was tentatively closed as a result of negotiations and a letter of understanding subject to final legal documentation.
Mr. Kuluk also previously managed the Mitigation Department of Manitoba Hydro and was involved in resolution of Aboriginal issues through mitigation, compensation, negotiations, and/or arbitration from 1986 to 1991.
Mr. Kuluk has also 23 years of varied engineering experience with Manitoba Hydro (1969-1986 and 1991-1997) in the area of Civil, Geotechnical, and Hydraulic Engineering design, and construction. This was for a variety of water resource and Hydroelectric project developments throughout Manitoba.
He has further varied engineering experience such as 4 years (1965-1969) with Klohn Leonoff, a major consultant firm and 4 years (1961-1965) with the Red River Floodway Division, Province of Manitoba. His expertise was mainly in the area of Geotechnical and Hydraulic design and construction of earthworks, water resource, and civil projects.
He has been on the AMIM Board of Directors since 1992. He also has been on the C.Arb. registration Committee of ADR Inst. Canada since 1996.
