Currently, Mr. Effler is the Deputy Registrar General for the Province of Manitoba and District Registrar for the Winnipeg Land Titles Office. As a lawyer in private practice, Mr. Effler practised in commercial/corporate and international law.
He is Immediate Past President and board member of the ADR Institute of Canada, Inc., created from the joining together of the Arbitration and Mediation Institute of Canada and the Canadian Foundation for Dispute Resolution and a past president of the Arbitration and Mediation Institute of Manitoba.
He is the Communications Director of the Manitoba Bar Association and the Past Chair, National ADR section Canadian Bar Association.
Arbitration:
- He is a Chartered Arbitrator designated by the Arbitration and Mediation Institute of Canada, a lecturer in arbitration law, contract, real estate and evidence law, and an instructor for the Arbitration and Mediation Institute of Manitoba arbitration training program.
- Among his activities with the Arbitration and Mediation Institute of Canada, he was:
- Past Chair, National Arbitration Rules drafting committee
- Drafted the General Operating By-law and the Discipline Procedures By-law
- Mr. Effler is also an arbitrator for the Canadian Motor Vehicle Arbitration Plan (CAMVAP) and the Centre for Sport and Law. As well, he conducts motor vehicle arbitrations and valuations for disputes involving the Manitoba Public Insurance Corporation (MPIC).
Mediation:
- He is a practising commercial and labour mediator and was approved by the Law Society of Saskatchewan to practise as a mediator in 1992. He was the co-ordinator for the Arbitration and Mediation Institute of Manitoba intensive mediation training program. He is a past Member of Training Advisory Group for Mediation Services of Manitoba- organised training and training standards for volunteer mediators in court annexed victim offender mediation and community dispute mediation.
